County law enforcement builds anti-gang strategy
Baltimore County will begin developing a strategic plan to address the issue of gangs, which are present in every police precinct in the county, officials said.

The plan, due to be completed in November, will be funded by $15,000 from the federal government and will address prevention, intervention and suppression of gang activity, said Meg Ferguson, the county's criminal justice coordinator.

The topic of gangs was a focus of discussion at a June 6 meeting of the Criminal Justice Coordinating Council, chaired by Ferguson, which brings together representatives from various county departments to discuss criminal justice issues.

According to the Governor's Office on Crime Control and Prevention and Baltimore County police, about 35 gangs currently operate in the county. Typically, they have four to 10 members, with a few having 20 or more members.

Angels making inroads
The Hells Angels are stretching their tentacles across the province, according to a report by Criminal Intelligence Service Alberta.

"The Alberta Nomads and the Edmonton and Calgary Hells Angels chapters are expanding their influence with the establishment of support clubs around the province," says the CISA annual report. "The Hells Angels are reputed to have control over much of the production and trafficking of methamphetamine within Alberta and the Northwest Territories."

"They traditionally use puppet clubs to expand," said an RCMP biker expert, who didn't want to be identified. "They get smaller gangs doing their dirty work."

So-called puppet clubs include the Death's Hand and Red Demons.

"They assume all the risk and the big guys get all the reward," said the RCMP biker source. "They don't dare squeal."

Rockford man among 2 Hells Angels sentenced

The pair faced federal racketeering charges that allege a decade-long conspiracy of violence and intimidation to protect turf for drug sales.

In exchange for their pleas, prosecutors dropped federal drug distribution conspiracy charges against the men and capped prison terms that could have added years to their sentences.

Hells Angels leader, associate in court for meth case

A Hells Angels motorcycle club member and one of his associates made their first appearance Wednesday in federal court in San Francisco on charges of possessing and distributing methamphetamine.

Raymond Foakes, the 42-year-old president of the Sonoma County chapter of the club, and his associate, 56-year-old Michael Vargas, were ordered to return today to U.S. District Court for a second appearance before Magistrate Judge Maria-Elena James.

Foakes and Vargars, who both live in Santa Rosa, were the subject of a Bay Area-wide FBI manhunt for at least a week before turning themselves in to federal authorities in San Francisco Tuesday.

Two ex-Hells Angels members sentenced

PEORIA - Two members of the Hells Angels motorcycle club were sentenced to federal prison Wednesday for racketeering charges stemming from a decades-long conspiracy involving violence, intimidation and drug sales.

Both David G. "Pulley" Ohlendorf, 40, of New Lenox and Richard A. Abrams, 41, of Rockford had entered into negotiated plea agreements earlier this year with federal prosecutors that capped their prison sentences at 46 months and 36 months, respectively.

Such agreements are rare in U.S. District Court, where a person's sentencing range is often determined after an investigation by the U.S. Probation Office. The deal knocked about four years off Abrams' potential sentence. Ohlendorf's plea knocked about two years off his potential sentence.

Each will get credit for slightly more than year in custody.

Both men admitted in February they took part in different incidents where they took, by force, the motorcycle and club-related clothing of former and prospective members. Abrams, who held positions in the Spring Valley and Rockford chapters, admitted he dealt small amounts of cocaine and methamphetamine over nearly a decade.

OPP probing link to Manitoba bikers

Ontario Provincial Police investigators were in Winnipeg yesterday looking into a possible link between Manitoba Bandidos and the slaying of eight of their gang brothers in Dutton-Dunwich April 8.

The London-area killings were the worst massacre in modern Ontario history.

Winnipeg police are helping the OPP with the interview process and say other police forces in Canada and the U.S. are also helping.

A Winnipeg police spokesperson couldn't say what possible link may exist, but said all members of the Manitoba Bandidos chapter would be interviewed.

Police also reminded the public they're still on the lookout for a red SUV that may have damage on one side and may be connected to the killings.

Lawmakers to bikers: You decide on helmets

The Michigan House Wednesday approved a bill to allow motorcyclists at least 21 years of age with two years driving experience or a completed motorcycle safety class the option of not wearing a helmet. Here's what happens next:

The bill goes to Gov. Jennifer Granholm, who has indicated she will veto it.

If she does, it's unlikely lawmakers could muster enough votes to override that veto.

The bill could be reintroduced next year with supporters hoping Granholm would have a change of heart or that Michigan would have a new governor.

Bikers to rally up opposition to illegals

ROSEBURG -- Thousands of motorcyclists will be invading Roseburg Friday to protest illegal immigration, on their ride from state capital to state capital.

The 21st Century Paul Revere Ride will circle Oregon's state Capitol in Salem earlier in the day and then spend an hour in Roseburg at Pete's Drive-In, on Harvard Avenue, on their route south to Sacramento, Calif. The ride began in Denver on Memorial Day and will eventually wind up in Washington, D.C., on Aug. 12.

Police probe Manitoba connection to Bandidos massacre
Investigators say they have confirmed a Manitoba link to the slayings of eight motorcycle-gang members in Ontario.

The bodies of eight men, all with connections to the Bandidos biker gang, were found dumped in a farmer's field about 30 kilometres southwest of London, Ont., on April 8.

Five people have been charged with first-degree murder in the case, which Ontario police have described as an "internal cleansing" of the biker gang.

Sgt. Rich Guyader with Winnipeg's organized crime unit, told CBC News that local police are working with Ontario Provincial Police on the case.

"We are assisting in identifying Bandidos members in Manitoba to be interviewed in relation to their activities in the Bandidos organization," Guyader said.

Police are also looking for a red sport utility vehicle with damage on one side, which may be connected to the case. Winnipeg police said the vehicle was known to them.

Investigators from Ontario are also travelling through other areas of western Canada and the United States in their search for evidence in the case.

'Sneak & peek' video led to coke bust
Cops used several unique warrants to bust suspected drug dealers during Project Villagio, which targeted three members of the Zig Zag Crew and a Maples-area apartment that was a "lair for their ongoing cocaine operation," court was told this week.

Cops were granted a pair of "sneak and peek" warrants, formally known as covert entry warrants, to videotape and photograph inside the Leila Avenue suite during the middle of the night.

Tapes of those warrants were shown as evidence in court this week at a bail hearing for Hells Angels hangaround Harold Amos, who's been charged with cocaine trafficking and possessing prohibited weapons.

Filmed by a pair of officers, the video tour of the apartment revealed the usual cocaine trafficking equipment -- including scales and moulds -- but also unveiled a hydraulic press, said Crown attorney Chris Mainella.

Fear of biker gangs' clash
TROUBLE is feared as the Hell's Angels motorcycle gang descends on to the patch of their rivals, the Outlaws MC, in Riber this weekend.
Bikers from the Ashfield Hell's Angels Motorcycle Club visit Riber Castle for the group's 20th anniversary party tomorrow and will camp for the entire weekend on what is considered to be the Outlaws Motorcycle Club's patch.

Police say they are stationing offucers at the outdoor bash because of the potential for trouble, but residents don't think they are doing enough.

A Riber homeowner who did not want to be named said: "I'm so frightened that I'm not going to go out all weekend, even for a pint of milk.

"Everyone here is very worried about it, it's disgraceful, I don't know how a police unit with two police men are going to stop 500 outlaws."

Santa Rosa Hells Angels Leader Surrenders To FBI

(CBS 5) SANTA ROSA

The leader of the Santa Rosa Hells Angels motorcycle club chapter turned himself into the FBI Tuesday and was placed under arrest for suspicion of drug possession and distribution, officials said.

Federal agents had been searching for 42-year-old Raymond Foakes since last week when law enforcement officers raided six locations around Santa Rosa, including the Hells Angels headquarters there, as part of an ongoing drug probe.

Foakes was previously arrested in 2003 in connection with a violent confrontation between members of the Hells Angels and Mongols motorcycle club at Harrah's Casino in Laughlin, Nevada in 2002.

He was one of 42 Hells Angels members indicted in the United States District Court in Las Vegas on federal racketeering and firearms charges.

Up until Tuesday's arrest, Foakes had been free on bond pending a September trial on the Nevada charges.

Randy Parish, the accused ringleader of a 2004 firebombing that killed two children, toured the outskirts of Ottawa four days before the killings, looking for the best escape from the city, court heard yesterday.

"He said he was looking for the easiest way out of Ottawa because people were going to do some stupid things for him," a witness testified yesterday at the first-degree murder trial of Mr. Parish, 28, Tom McDowell, 28, and Gus Salah, 24

Yet the witness, testifying for the prosecution, admitted on the stand that he had a habit of lying, even to police.

The witness also told court about the time he accepted $250 to get his little brother, then a teenager, to sleep over at Mr. Parish's Vanier apartment -- even though he had heard allegations that Mr. Parish was a pedophile.
