APD officer fired
An Austin police officer has been fired for use of excessive force.

Joel Follmer, 38, was one of three officers involved in beating a handcuffed man in September 2005.

Acting police chief Kathy Ellison made the decision to fire Follmer after a discipline board hearing Thursday.

Two other officers were involved in the beating. A grand jury indicted the three officers on oppression charges last year. Officers Christopher Gray and William Heilman were found not guilty. Charges against Follmer were later dropped.

Heilman has since quit the force. Gray is serving a suspension until July 4 for the beating incident.

Follmer was new on the force at the time of the beating. He is not eligible to appeal the decision.

Former police officer indicted in teen sex case
A grand jury has indicted a Henry County police officer fired last year after he allegedly engaged in a sexual relationship with a teenage girl.

Randolph Christman Cobian, 28, of McDonough was arrested and fired Aug. 5 after the father of a 16-year-old girl came home from work and found Cobian inside his home, Henry County police said.

Cobian was on duty at the time and was a “significant” distance from his patrol zone area, unable to receive dispatch calls, Henry Public Safety Director Mike Turner said at the time.

Cobian met the girl when he volunteered to coach swimming at her school, Turner said.

Henry District Attorney Tommy Floyd said Cobian was indicted on three counts each of aggravated child molestation and child molestation and one of statutory rape. The age of consent in Georgia is 16 but police allege the relationship began before the girl turned 16. Cobian has no scheduled court appearance, Floyd said.

Jail records show Cobian was released from jail Aug. 9 on a $25,000 bond.

Officer's reckless driving charge dropped
A police officer fired last fall for speeding unnecessarily to a traffic stop has beaten a reckless-driving charge. He remains charged with witness-tampering, however.

Police Chief Martin Dunn fired Officer Aaron DeBoisbriand, 23, of Hollis, in November after concluding DeBoisbriand had driven more than 90 mph down River Street in a police cruiser unnecessarily.

"While such behavior may warrant criticism and may justify departmental disciplinary action, it has no bearing on the legal standard as applied," Judge Phillips Runyon ruled in Peterborough-Jaffrey District Court last month. "The defendant's speed alone, without other circumstances creating a hazard to the defendant or others, cannot serve as the basis for reckless driving."

Former Centralia Police Officer Charged with Three Counts of Predatory Criminal Sexual Assault
A 57-year-old Wamac resident and former Centralia Police officer is being held in the Marion County Jail on three counts of predatory criminal sexual assault. Ray Simer of South Wall is accused of committing sexual acts with a girl under the age of 13 on two occassions last summer and in April of this year.

Simer was arrested on the outstanding warrant Friday following an investigation of the case by State Police. Bond is set at 150-thousand dollars. If Simer is able to post bond, he has been ordered to have no contact with anyone under the age of 18.

All of the charges are Class 'X' felonies.

Former officer accused of sexually assaulting teen makes court appearance
A former officer accused of sexually assaulting a teenage boy could go to prison for life. That's what we learned Friday morning when Shawn Shelton made his first appearance in a Las Vegas courtroom.

Prosecutors say he's a threat to this community, given the serious crimes he's accused of. They say Shelton posed as a police officer -- then raped a teenage boy.

Friday he faced a judge for the first time. The former officer, turned defendant, appeared in court via closed circuit TV Friday morning.

Shelton, who used to work as a police officer in southern California, is accused of kidnapping and raping a 14 year old boy here in Las Vegas in May.

Accused cop might change his plea
A police officer accused of helping to lead a group of rogue cops that conspired to rob drug dealers on the South Side is scheduled for a hearing next week in federal court to change his plea in the case, records show.

Corey Flagg, who has pleaded not guilty, is to appear before U.S. District Judge Ronald Guzman on Wednesday for the hearing to change that plea, court records show. A superseding indictment filed against the officers Friday outlines their alleged crimes, but Flagg no longer appears among those charged.

A spokesman for the U.S. attorney's office declined to comment. Flagg remains charged under the previous indictment in the case. Flagg's attorney could not be reached Friday for comment.

Federal prosecutors have said the ring of officers, who worked together in the Englewood District's tactical unit, schemed to rob dealers of narcotics, weapons and cash in traffic stops.

Ex-cop guilty of sex crimes
Anthony Peluso will never be a police officer again.

The 28-year-old Valley Center man pled guilty Tuesday in Sedgwick County District Court to sex crimes against a teenager.

Peluso will be sentenced at 1:30 p.m. June 30 in Judge Joe Kisner’s courtroom.

According to court records, Peluso is accused of having intercourse and oral sex with the girl, who was born in 1990, at least seven times between December 2003 and January 2006.

City records show Peluso was a Valley Center police officer from September 1999 to September 2002. He most recently was an officer with the Sedgwick Police Department.

Ex-Cop Accused Of Downloading, Sending Child Porn
SELLERSBURG, Ind. -- A police officer who resigned last month has been charged with 12 felony counts of child exploitation.

Authorities said Richard K. Goodwin, 39, downloaded sexually explicit photos of teenage girls on his home computer, copied the material on compact discs and sent videotaped pornographic images to others he met online.

Goodwin, a former Sellersburg police officer and Clark County sheriff's deputy, was arrested Friday and released after posting a $25,000 bond. He is to appear in Clark Circuit Court on Monday. No Clark County phone listing for Goodwin could be found.

Goodwin purchased a membership in a child pornography Web site where he provided his mailing address, e-mail address and a credit card number, according to police documents.

Agencies prepare for Hells Angels
POWELL (AP) -- Local law enforcement agencies are meeting twice a week -- sometimes joined by state and federal officials -- in preparation for the Hells Angels 2006 World Run, scheduled to take place July 26-30 in Cody.

As many as 3,000 Hells Angels are expected at the event, which coincides with the Park County Fair.

Park County Sheriff Scott Steward and Powell Police Chief Tim Feathers say research has shown that adequate preparation can reduce the risk of violence when members of the biker gang gather. They've been talking with officials in Gunnison, Colo., Laconia, N.H., and Missoula, Mont., where previous Hells Angels events have been held.

"Really, most of your work is involved in the planning up front," Feathers said. "If you do your planning well and it's well-organized and things are structured, things run smoothly."

FBI raids SR locations in search of Hells Angels leader

Scores of federal agents and other law enforcement officers raided five locations in Santa Rosa early Friday searching for the leader of the local Hells Angels motorcycle club, authorities said.

Raymond Michael Foakes, 42, was being sought on suspicion of drug possession and distribution. His whereabouts were still unknown as of mid-morning Friday, San Francisco FBI spokeswoman LaRae Quy said.

She declined to go into greater detail about the allegations against Foakes, saying the federal warrant seeking his arrest was sealed.

But she did say the case is connected to a larger criminal investigation that resulted in the arrest of two high-ranking Hells Angels members in San Francisco in April.

Police caution public about biker rally
South Bend Tribune


SOUTH BEND -- Police are cautioning the community about a biker rally this weekend and expressing concerns about public safety.

The ABATE motorcycle club is hosting its annual fundraiser today through Sunday at the Crumstown Conservation Club on Crumstown Highway.

In the past, police have not had any problems during the event, they said, but an earlier confrontation this spring has put them on high alert.


In April, more than 30 police cars from South Bend, St. Joseph County and Mishawaka responded to the St. Joseph County 4-H Fairgrounds to break up a melee between bikers.

Police later said the friction was between two rival motorcycle clubs, the Hells Angels and Outlaws.

Man arrested over kickboxing melee
Sydney police have arrested a man wanted in Queensland for attempted murder following a Gold Coast kickboxing event.

Five people were shot or stabbed in a wild melee between the Hell's Angels and Finks motorcycle gangs at the Royal Pines Resort at Carrara on March 18.

A Queensland arrest warrant for attempted murder was issued for Gold Coast man Shane Scott Bowden.

Police allege he was one of up to three men from the rival bikie gangs who fired shots among a crowd of 1,600 at the kickboxing event.

NSW Police said today a 32-year-old man was charged with a Queensland arrest warrant for the offence of attempted murder.

The charge relates to a brawl during a boxing night at a Carrara resort on Saturday March 18, NSW Police said.

The man was arrested during a series of police drug raids in Sydney yesterday that also netted one of NSW's most wanted fugitives, Ramon Youmaran.

Best of all, the road warrior down the street jump-starts his Harley from a long winter nap. Here, spring is motorcycle season.

First, it might be a simple backfire or two, but then the full effect of the baffle-less beast rocks your serenity, as well as your dog, china cabinet and every living thing in your cul-de-sac. There is no definitive date that starts the motorcycle season, but Laconia’s Bike Week is generally accepted as the Super Bowl for New Hampshire motorcyclists. For the non-riding citizens, Bike Week is an annual nuisance akin to the marathon for Boston residents. However, even the most conservative and starchy New Englanders have a curiosity about it. We’ve all heard the stories of mass arrests and mayhem. Each eager new governor gets ready to call out the militia to save the state’s citizens from the biker wars that are always rumored but never take place.
