A federal penitentiary in Drummondville is under lockdown while authorities conduct a search following the death of an inmate who had past ties to the Rock Machine biker gang.

Correctional Service Canada (CSC) announced late Tuesday night that a thorough search of the Drummond Institution, a medium-security penitentiary 100 kilometres northeast of Montreal, was underway following the death of Jonathan Payeur on Sunday. In a statement, it said the “lockdown has been put in place at the institution to enable staff members to conduct an exceptional search.”

The search was necessary to ensure the safety of staff and inmates, the federal organization stated, and visits to the penitentiary have been suspended until the search is completed.

Payeur was a 32-year-old resident of Ste-Sophie who began serving a three-year sentence on Aug. 11 last year. The sentence was the result of his guilty pleas to criminal harassment, failure to comply with a probation order, possession of drugs for the purpose of trafficking, possession of an unauthorized firearm and theft. He pleaded guilty to the charges at the St-Jérôme courthouse last summer.

He entered the guilty plea just two weeks after he and a woman were arrested following a Sûreté du Québec investigation into a Quebec-based network that was distributing fentanyl and methamphetamine in Ontario.


The prison term was Payeur’s third federal sentence. In 2008, he was sentenced to a 30-month prison term for having broken into the apartment of a person who owed him money for crack cocaine. He assaulted and threatened the victim despite the fact the person’s two children were inside the apartment at the time. The court decision to sentence Payeur to the prison term reveals that, at that point, he already had an extensive criminal record and had been convicted as a youth.

In 2014, Payeur was arrested along with four other men as part of an SQ investigation into how two members of the Rock Machine biker gang were trying to defraud an elderly businessman out of tens of thousands of dollars. Included among those arrested four years ago was Joseph Fluet, a member of the Rock Machine who was gunned down in December 2016 in Vaudreuil-Dorion.

In the statement, CSC stated only that Payeur “died while in our custody” and that it “will review the circumstances and contact the police and the coroner if required.”
