GALVESTON — In the 17 months he has served as a patrol officer for the Galveston Police Department, peers and supervisors regarded Kenneth Deshun Woods as an officer with a lot of potential.

On Friday, he was regarded as a prisoner and a defendant, facing a kidnapping charge that could send him to prison for life.

The charge stems from a report made May 30 by a Dickinson woman who alleged she had been abducted and sexually assaulted three days earlier.

The woman, 43, told police she was sitting in her parked car on the beach in Apffel Park about 4:30 a.m. May 27 when a police officer in uniform drove up in his patrol car.

The officer drove her to a more secluded area of the beach, handcuffed her and forced her to perform unspecified sex acts, according to police reports.

Woods was in uniform and on-duty at that time May 27, according to police records.

The woman later identified Wood as her attacker in a photo lineup, according to police. Later, police said, DNA test results supported the woman’s account.

Woods was being booked into the county jail Friday night under $40,000 bond. He faces a charge of aggravated kidnapping, which carries a possible prison term of five to 99 years and a fine of up to $10,000.

Patrol commander Capt. Michael Putnal said the department generally sought to impose indefinite suspensions, which equate to termination, against officers indicted on felony charges.

Woods, 27, had not been indicted as of Friday, nor had his case gone before a grand jury. From a departmental standpoint, Woods was still employed, but on unpaid “relief of duty” status.

“From everyone who worked with officer Woods, he was deemed to have so much potential to become a leader someday,” Putnal said. “It’s just really unfortunate that we’re dealing with this.”
