SPOKANE, Wash. – A Spokane County sheriff's detective cited for indecent exposure at a coffee stand has been removed from active duty and faces an internal administrative investigation, a spokesman said Monday.

Sheriff Ozzie Knezovich removed Joseph W. Mastel from active duty Monday morning after the 12-year-veteran was accused of indecent exposure at an Airway Heights espresso stand Friday, spokesman Sgt. Dave Reagan said.

Mastel, a property crimes detective, was in Montana on a previously scheduled vacation Monday and unavailable for comment. Mastel is expected to return to Spokane Thursday, when he will be placed on administrative leave pending the outcome of the internal investigation, Reagan said.

Airway Heights Police Chief Lee Bennett said a summons was issued charging Mastel with indecent exposure, a misdemeanor, after the incident Friday morning.

Bennett said the 23-year-old female employee of an Airway Heights espresso stand told a detective that a regular male customer had exposed himself during a coffee transaction moments earlier.

She described the man by his first name and gave a description of his pickup. While she was still talking to an Airway Heights detective, Mastel returned to the business and was identified by the woman, Bennett said.

After additional interviews at the Airway heights police station, Mastel was cited and the Spokane County sheriff's command staff was notified, Reagan said.
